Here's a reply that I received from 1ne of the voters!!!

....."I'm only one of 25 voters who are from all over the state.
I have no control over how they vote, and I'm far too busy to quiz every single one of them on their rationale.
My guess is, somebody mistakenly pushed "Chico" instead of Cisco while voting.
More than likely, somebody wanted to vote Cisco in at #9 (worth two points),and made an honest mistake."
